Property Condition Assessments for Commercial Real Estate
Independent Evaluation for Informed Investment Decisions
A Property Condition Assessment (PCA) provides a detailed evaluation of a commercial building’s physical condition, system performance, and capital risk. It is performed to protocol ASTM E2018-24. There is an option to opt out of some of the more expensive aspects of this protocol, such as meeting with contractors on site to obtain solid bids on work to be performed.
Jack Reilly Associates conducts independent Property Condition Assessments for commercial buyers, lenders, investors, and property owners who require more than a surface-level inspection.
Our assessments are grounded in decades of construction, rehabilitation, and forensic building analysis experience.
What Is a Property Condition Assessment?
A Property Condition Assessment is a comprehensive evaluation of:
- Structural systems
- Roofing and exterior envelope
- Mechanical, electrical, and plumbing systems
- Site conditions and drainage
- Life-safety components
- Evidence of material failure or deferred maintenance
Depending on client needs, our PCAs may include capital reserve considerations, identification of deferred maintenance, and prioritization of corrective work.
We tailor the scope to the transaction and the level of risk involved.
How Our PCA Approach Differs
Our approach is different.
Jack Reilly Associates brings more than 45 years of hands-on experience in:
- Building rehabilitation and permitting
- Historic and aging building systems
- Construction defect evaluation
- Forensic investigation of building failures
We evaluate buildings not just for visible defects, but for patterns of design oversight, improper installation, and long-term performance risk.
Our assessments are practical, technically grounded, and clearly explained.
When a PCA Is Appropriate
Clients request Property Condition Assessments in situations such as:
- Acquisition of office, retail, mixed-use, or industrial properties
- Lease negotiations involving significant tenant improvements
- Evaluation of aging condominium or association properties
- Refinancing or lender due diligence
- Assessment of buildings with complex renovation histories
When capital exposure is significant, a PCA provides a more informed basis for negotiation and planning.
Reporting and Deliverables
- Clear and defensible
- Organized for decision-making
- Technically sound without unnecessary jargon
We identify observed conditions, evaluate probable causes, and outline likely corrective considerations.
Where appropriate, we distinguish between cosmetic issues and systemic concerns to help clients prioritize action.
ASTM and Scope Considerations
At the same time, we recognize that no standard replaces experienced judgment.
Our goal is to provide analysis that is technically rigorous and practically useful.
